Request the State Auditor to conduct a comprehensive and management audit of Department of Human Services contracts exceeding $1,000,000 entered into during the past five years with domestic violence nonprofit organizations.

Audits shall examine the percentage of total contract expenditures allocated to staff and administrative costs versus direct services to domestic violence victims.

Audits shall include recommendations for improving Department contracting practices and best practices to reduce administrative costs and increase direct victim services.

Auditor shall submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the 2020 Regular Session convening.

Certified copies to be transmitted to the Auditor and Director of Human Services.
