Request that the Department of Education submit a report to the Legislature no later than 20 days before the 2020 Regular Session convening on progress toward providing well-rounded education for all public school students.

Report must include average instructional time per year devoted to visual arts, music, theater, dance, Hawaiian and Polynesian studies, Hawaiian language, and physical education at elementary, middle, and intermediate schools.

Report must document the number of high schools offering courses in arts and cultural subjects taught by licensed and certified teachers, and special education staffing including unlicensed special education teachers and retention rates.

Report must include data on average class sizes including inclusion classes and English language learner classes, student workload for teachers, and staffing gaps in librarians, counselors, technology coordinators, and special education transition coordinators.

Report must provide information on individualized education programs managed by care coordinators, the allocation methods used, and the number of non-classroom teachers statewide and by school complex area.
