Requests the Department of Transportation to convene a task force to improve safety at crosswalks and recommend locations for pedestrian actuated safety signals at mid-block crossings.

Task force shall include members from the state DOT and transportation departments from the City and County of Honolulu and the counties of Hawaii, Maui, and Kauai.

Task force must identify all crosswalks lacking traffic lights or signalization, document safety regulation gaps, compile accident and fatality data, and prioritize locations needing intervention.

Task force shall evaluate pedestrian actuated devices such as flashing lights and sensor-activated mechanisms, with recommended devices and implementation costs for priority locations.

All recommendations must comply with the Manual on Uniform Traffic Control Devices for Streets and Highways, with findings due to the Legislature by 20 days before the 2020 Regular Session.
