Department of Agriculture is requested to develop a Sustainable Food Security Strategic Plan in consultation with the Department of Transportation, Hawaii Emergency Management Agency, Office of Homeland Security, and interisland cargo water carriers.

Plan goals include increasing efficient use of renewable resources, expanding sustainable local diversified agriculture, improving economic viability of farm operations, enhancing access to local sustainably produced foods, and improving biosecurity.

Hawaii currently imports 85-90% of its food at an annual cost of approximately $3 billion, with only a 3-7 day food supply when mainland shipments are delayed or cancelled.

Department of Agriculture must submit annual reports to the Legislature starting in 2020, no later than 20 days before each Regular Session, containing findings, recommendations, and any proposed legislation regarding the strategic plan's development.

Certified copies of the resolution must be transmitted to the Governor, Chairperson of the Board of Agriculture, Director of Transportation, and Adjutant General.
