Commends Kevin Mark Rathbun for his 27 years of service in the United States Navy, retiring as a Command Master Chief Petty Officer in 2005 after serving on ballistic missile submarines and fast attack submarines.

Recognizes Rathbun's military awards including five Navy Commendation Medals, four Navy Achievement Medals, seven Good Conduct Medals, five Battle Efficiency Awards, six Sea Service Deployment Ribbons, and numerous other commendations.

Acknowledges Rathbun's community service as president of Ke Alohi Kai Community Association since 2009, president of Ocean Pointe Residential Community Association since 2013, and board chairperson of U.S. VETS, Inc.

Recognizes his service as a board member and chairperson of Ewa Neighborhood Board #23 from 2011-2015 and continued service on the Honolulu Neighborhood Commission as second vice-chair since 2016.

Highlights his involvement with The First Tee of Hawaii as founder and board chairman since 2016, Hoakalei Charities as vice-president since 2016, and the Ewa Beach School Community Council as a member and volunteer since 2005.
