Requests the State Auditor to conduct an audit of all public works projects at Daniel K. Inouye International Airport where the Department of Transportation served as the government contracting agency.

Cites concerns about inefficient airport design, lack of space during peak hours, and slow construction progress attributed partly to airport operations being under executive administration rather than a public corporation.

Notes the airport opened in 1962 with the last major project (Terminal 1) completed 25 years prior, with modernization and new concourse projects currently underway.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.

Directs certified copies be transmitted to the Auditor, Director of Transportation, and Deputy Director of Airports.
