Requests the Department of Transportation to create a task force to study extending driver's license expiration dates for Compact of Free Association (COFA) residents lawfully present in Hawaii.

COFA citizens from the Federated States of Micronesia, Marshall Islands, Palau, and Northern Mariana Islands are currently required to renew driver's licenses annually due to state interpretation of the 2005 Real ID Act.

Task force to include the State Director of Transportation (chair), representatives from all county transportation agencies, U.S. Department of Interior Office of Insular Affairs, and COFA community advocacy organizations.

Task force directed to identify roadblocks to extending license expiration periods and seek input from county motor vehicle divisions and COFA nation governments.

Department of Transportation must report findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session.
