Requests the State Auditor to assess the social and financial effects of mandating health insurers to provide coverage for clinical victim support services for victims of sexual violence and abuse, as provided in H.B. No. 484.

Defines clinical victim support services as professional interventions by qualified mental health providers to identify needs and assist victims in obtaining coordinated services, including coordinating with healthcare providers, government agencies, and community organizations.

Requires the Auditor to consult with qualified mental health services providers treating victims of sexual violence and abuse in every county, including the Sex Abuse Treatment Center at Kapiolani Medical Center for Women and Children.

Mandates the Auditor submit findings and recommendations to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Directs transmission of certified copies to the Auditor and Insurance Commissioner, with the Insurance Commissioner to distribute copies to all state health insurers.
