Urges the City and County of Honolulu to add Hans L'Orange Neighborhood Park to the list of secured parks on Oahu to prevent illicit activity and vandalism.

Notes that in 2018, Hawaii had over 6,500 homeless individuals statewide, with over 4,000 on Oahu, and nearly half of those on Oahu were unsheltered.

States that the Ewa region of Oahu, including Waipahu, experienced an 8.2 percent increase in unsheltered homeless individuals in 2018 compared to the previous year, while overall unsheltered homelessness on Oahu decreased by 7.7 percent.

Identifies that nearly 30 percent of the homeless population in the Ewa region are in Waipahu, with concerns raised about growing homeless encampments near Hans L'Orange Neighborhood Park and surrounding areas.

Directs certified copies of the resolution be transmitted to the Mayor, Chair of the County Council, and Director of the Department of Planning and Permitting of the City and County of Honolulu.
