Identifies sources of public frustration including lack of understanding about federal requirements, lost documents requiring re-submission, and increased expired licenses due to 2010 law extending validity from six to eight years

References new federal requirement beginning October 2020 that REAL ID compliant identification be marked with a gold star to access federal facilities and board commercial aircraft

Requires certified copies of the resolution be transmitted to the Director of Transportation and mayors of each county
