Designates Kailua, Oahu, as a Vision Zero community where elimination of traffic-related deaths and serious injuries is the priority.

Hawaii experienced 117 traffic fatalities in 2018 and ranked first nationally in pedestrian fatality increases with 43 deaths; from January 1 through February 21, 2019, there were 22 traffic fatalities including 9 pedestrian deaths.

Vision Zero is a movement adopted first in Sweden in 1997 that seeks to eliminate all traffic-related deaths and serious injuries; Washington State adopted Vision Zero in 2000 and experienced an average of 22 fewer traffic fatalities and 80 fewer serious injuries annually between 2002 and 2011.

Urges the Department of Transportation and Department of Transportation Services of the City and County of Honolulu to design and implement policy and infrastructure changes in Kailua consistent with Vision Zero principles.

Directs certified copies be sent to the Governor, Director of Transportation, Mayor of Honolulu, Director of the City and County's Department of Transportation Services, and the Chairperson of the Kailua Neighborhood Board.
