HI SB10

Establishes the office of the affordable housing advocate within the office of the governor, headed by an affordable housing advocate appointed by the governor for a four-year term concurrent with the governor's term.

Requires the affordable housing advocate to have experience in affordable housing development, HUD programs and regulations, interpretation of state and federal laws, arbitration and negotiation, and investigation.

Tasks the affordable housing advocate with working with all state agencies that manage land to address the housing shortage, with focus on helping non-homeowner residents achieve homeownership or secure long-term rentals.

Requires the affordable housing advocate to monitor, comment, and report on the state's affordable housing production, implementation of housing laws and regulations, and affordable housing policies, with authority to recommend changes.

Authorizes the affordable housing advocate to seek administrative, legal, or other remedies to carry out responsibilities and perform other duties as required by state or federal law.
