Prohibits building permits for new multi-family residential buildings with 10+ parking stalls and new commercial buildings with 20+ parking stalls starting January 1, 2020, unless a specified percentage of parking stalls are electric vehicle charger ready.

Defines "electric vehicle charger ready" as having sufficient wire, conduit, raceway, termination point, and electrical panel capacity to provide level two charging consistent with electric vehicle charging systems.

Exempts counties that adopt state building codes requiring the same or more stringent electric vehicle charger ready percentage for new parking facilities.

Exempts building permits with applications initiated prior to January 1, 2020.

Takes effect July 1, 2100.
