Establishes a full-time chief data officer within the office of enterprise technology services to develop, implement, and manage statewide data set policies, procedures, and standards, reporting directly to the chief information officer.

Creates a data set task force to assist the chief data officer, composed of representatives from the judiciary, Department of Education, Department of Human Services, Department of Health, Department of Business/Economic Development/Tourism, University of Hawaii, and two public members appointed by legislative leadership.

Requires each executive branch department, including the Department of Education and University of Hawaii, to make appropriate existing data sets electronically available to the public through data.hawaii.gov unless prohibited by law or licensing agreements, while protecting proprietary information and personally identifiable information.

Authorizes the chief data officer to develop policies, procedures, and data set format standards for all agencies, in consultation with the data set task force and office of information practices.

Appropriates funds for the chief data officer's salary and fringe benefits for fiscal years 2019-2020 and 2020-2021, with the amount to be specified.
