Establishes an Innovative Project Delivery Guidelines Task Force within the Department of Accounting and General Services to develop safeguards, procedures, and protocols for innovative project delivery arrangements for public infrastructure projects.

Defines innovative project delivery as contractual arrangements where a private delivery partner assumes substantial financial, delivery, and operational risks for design, construction, financing, operation, or maintenance of public facilities while the public sector retains ownership.

Exempts budget-neutral energy efficiency contracting and projects with capital costs under $10,000,000 from the task force guidelines.

Task force composed of eight members including the comptroller (chair), directors of finance and business/economic development, state procurement office administrator, two governor appointees, one senate appointee, and one house appointee; must submit final recommendations to the legislature no later than twenty days before the 2020 regular session.

Appropriates funds for fiscal year 2019-2020 to hire experts, professional advisors, and provide training; Department of Accounting and General Services must adopt implementing rules based on task force recommendations; effective date is July 1, 2050.
