Prohibits retailers from selling, offering for sale, or possessing with intent to sell flavored tobacco products, effective January 1, 2020, with an exception for menthol or mentholated products.

Bans mislabeling or marketing of e-liquid products containing nicotine as nicotine-free.

Defines "characterizing flavor" to include tastes or aromas relating to candy, chocolate, fruit, coffee, dessert, mint, and other non-tobacco flavors, determined by distinguishable taste or aroma.

Establishes penalties of up to $500 for first violations and $500-$2,000 for subsequent violations; violating flavored tobacco products are subject to seizure and immediate destruction.

Allows counties to adopt more stringent restrictions on flavored tobacco products than state law, with more restrictive rules prevailing in case of conflict.
