• Prohibits issuance and renewal of retail tobacco permits for places of business located within 750 feet of preschools, schools, or public playgrounds, effective July 1, 2050.

• Bans sale of tobacco products and electronic smoking devices at locations within 750 feet of preschools, schools, or public playgrounds, with violations penalized at $500 for first offense and $500-$2,000 for subsequent offenses, effective January 1, 2020.

• Codifies department of taxation administrative rules specifying grounds for suspension, revocation, or declination to renew retail tobacco permits, including false applications, fraudulent permits, tax non-compliance, and violations of laws related to tobacco sales and distribution.

• Defines "public playground" as government-maintained outdoor areas used for recreation with recreational equipment, sports facilities, or informal game areas; excludes beaches and adult-oriented schools.

• Distance of 750 feet measured from boundary of school, preschool, or playground to boundary of business premises; excludes day care centers in commercial areas and vocational schools attended primarily by adults.
