Establishes a task force within the judiciary, administered in collaboration with the Office of Youth Services, to identify existing youth diversion programs statewide and improve access to services.

Task force co-chaired by the Chief Justice of the Hawaii Supreme Court and the Executive Director of the Office of Youth Services, with membership including executive directors from Hawaii Youth Services Network, Hawaii Children's Action Network, Sex Abuse Treatment Center, and PHOCUSED.

Task force to identify programs addressing domestic violence, violence and trauma recovery, human trafficking, suicide prevention, teen pregnancy, tobacco cessation, substance abuse, educational and vocational support, and life skills development.

Task force directed to consider the needs of individuals aged 18-24 years old to provide continuity of services beyond the youth population.

Task force must submit findings and recommendations to the legislature no later than twenty days before the 2020 regular session and ceases to exist on June 30, 2020.
