Allows the policy advisory board for elder affairs to establish its own quorum requirements through bylaws rather than defaulting to the statutory standard of fifty percent of members plus one.

Specifies that quorum shall consist of a majority of currently serving members, but in no event fewer than eight members.

Requires the board to make its bylaws available to the public on the executive office on aging's website.

Addresses challenges in meeting quorum requirements due to the board having a majority of elder members and representatives from neighbor islands who face difficulty attending meetings.

Takes effect on July 1, 2019.
