Amends Section 266-3, Hawaii Revised Statutes to authorize the director of transportation to adopt rules regulating noise emanating from vessels at state commercial harbors, ports, roadsteads, docks, wharves, piers, quays, bulkheads, and landings, including establishing noise limits.

Reorganizes and clarifies existing rulemaking authority by converting procedural language from passive voice to active voice and renumbering existing subsections (1) through (5) to (1), (2), (3), (5), and (6).

Adds new subsection (7) granting the director authority to adopt rules for the safety of docks, wharves, piers, quays, bulkheads, and landings on, in, near, or affecting commercial harbors and waterfront improvements controlled by the State.

Takes effect upon approval.
