Establishes a long-term rental assistance pilot program administered by the Hawaii Public Housing Authority to serve individuals over 60 years old who are homeless or at imminent risk of homelessness.

Requires program participants to pay no more than 50 percent of their income for rent and mandates provision of housing counseling and landlord assistance services.

Mandates program participants enroll in the Continuum of Care's Coordinated Entry System and requires providers to input data into the U.S. Department of Housing and Urban Development's Homeless Management Information System.

Requires the Hawaii Public Housing Authority to submit reports to the legislature no later than one month before the regular sessions of 2020, 2021, 2022, and 2023 with findings, recommendations, and any proposed legislation.

Appropriates an unspecified amount from general revenues for fiscal years 2019-2020 and 2020-2021 and sets the program's termination date as June 30, 2022.
