Defines "clinical victim support services" as professional mental health interventions by licensed providers to help victims of sexual violence and abuse obtain coordinated services and prevent worsening of mental disorders caused by the abuse.

Requires health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations to cover clinical victim support services as a mental health outpatient services benefit.

Clinical victim support services include coordinating with healthcare providers, assisting victims in obtaining government entitlements and insurance coverage, and coordinating with schools and employers.

Applies coverage requirements to all health benefit plans under Hawaii's state health benefit plan (Chapter 87A) issued or renewed on or after the effective date.

Exempts this Act from the impact assessment reporting requirement in Section 23-51, Hawaii Revised Statutes, treating clinical victim support services as an existing mental health benefit rather than new mandated coverage.
