Requires the State Commission on the Status of Women to maintain a database on sex trafficking to collect and analyze relevant statewide data while maintaining compliance with applicable privacy laws.

Database must include statistical data on total sex trafficking cases reported to hotlines, arrests and prosecutions under specified statutes, and demographic information (age, sex, gender identity, race, ethnicity) of victims, offenders, and traffickers.

Requires tracking of Native Hawaiian and immigrant victims of sex trafficking as separate data categories.

Commission must submit annual reports to the legislature beginning no later than twenty days before the 2021 regular session, with reports to include funding opportunities and proposed legislation while protecting personally identifiable information of victims and offenders.

State and private organizations receiving state financial assistance must provide requested data to the commission within thirty calendar days of receipt; bill takes effect July 1, 2019.
