Requires the State Auditor to conduct a feasibility study on mandating health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for comprehensive reproductive health services, drugs, devices, and procedures.

Study must assess social and financial effects of mandating coverage, identify specific health services and providers to be covered, extent of coverage, target groups, utilization limits, and standards of care.

Auditor may request input from appropriate agencies and private sector stakeholders as deemed appropriate during the study.

Auditor shall submit report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2020 regular session convenes.

Act takes effect on March 15, 2094.
