Establishes a task force within the Hawaii Housing Finance and Development Corporation to examine the feasibility of creating a housing loan program for state employees modeled after the U.S. Department of Veterans Affairs home loan program.

Task force shall consider eligibility criteria including length of state employment, whether to limit the program to certain employee categories, maximum income levels, and potential inclusion of non-state employees with connections to the State such as Department of Hawaiian Home Lands beneficiaries.

Task force membership includes the HHFDC executive director (chair), Attorney General, Comptroller, Director of Finance, one gubernatorial appointee, one Senate appointee, one House appointee, and a representative from the Hawaii Government Employees Association.

Task force must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2020 regular session.

Appropriates unspecified funds from general revenues for fiscal years 2019-2020 and 2020-2021 to support the task force's examination and becomes effective July 1, 2050.
