State and counties must incorporate sea level rise predictions and climate change hazards into their multi-hazard mitigation plans, with minimum inclusion of findings from the Hawaii Sea Level Rise Vulnerability and Adaptation Report.

Public Utilities Commission must consider findings from the Hawaii Sea Level Rise Vulnerability and Adaptation Report and seek to avoid locating critical infrastructure projects in higher-risk areas.

Public utilities regulated by the PUC must incorporate sea level rise vulnerability findings into their capital investment planning processes and applications filed with the commission.

State and counties shall develop comprehensive frameworks, state functional plans, county general plans, and community development plans addressing sea level rise adaptation strategies for pre-disaster planning and post-disaster recovery.

Counties are encouraged to participate in the community rating system developed by the National Flood Insurance Program; Act becomes effective July 1, 2050.
