Adds new provision to Chapter 15, Hawaii Revised Statutes establishing that absentee ballots cast by eligible voters remain valid even if the voter becomes ineligible after casting the ballot.

Defines "cast" for absentee ballots as depositing the ballot in mail, delivering it to a county clerk or polling place, or completing voting in person at an absentee polling place.

Adds new provision to Chapter 15D establishing that military-overseas ballots cast by eligible covered voters remain valid even if the voter becomes ineligible after casting the ballot.

Repeals section 15-13 which previously required absentee ballots to be deemed invalid if the voter died after returning the return envelope but before polls opened.

Takes effect upon approval.
