Requires the Department of Health to establish a working group to examine and recommend updates to the statutory description of the Department's powers, duties, functions, and responsibilities to align with population-based public health and prevention approaches that incorporate "Health in All Policies" strategies.

Authorizes the working group to evaluate the health impact assessment tool, defined as a systematic process using data and stakeholder input to determine the potential health effects of proposed policies, plans, programs, or projects.

Working group composition includes the director of health as chairperson, representatives from the University of Hawaii, state sustainability coordinator, and experts in health law, environmental health law, transportation policy, and agriculture policy, plus county planning representatives.

Requires the working group to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2020 regular session.

Appropriates general revenue funds for fiscal year 2019-2020 to support working group activities; effective date July 1, 2050.
