Appropriates general revenues to the Department of Land and Natural Resources for fiscal years 2019-2020 and 2020-2021 to support the Heeia National Estuarine Research Reserve System (specific dollar amounts left blank in bill text).

Funds shall be allocated for development of a Heeia State Park community-based long-range plan and planning and design of an education center for the reserve system.

Heeia estuary was nominated in 2014 as a National Estuarine Research Reserve to support research, education, and coastal management practices, encompassing Heeia State Park, Heeia fishpond, marine waters, and Moku o Loe (Coconut Island).

Requires the Department of Land and Natural Resources to expend appropriated funds for purposes of establishing the community-based plan and education center facility.

Takes effect on December 31, 2050.
