Expands employee information that government agencies must disclose to exclusive representatives upon written request to include physical worksite address, organizational structure, worksite telephone number, job title, job description, position number, employee identification number, appointment type, and civil service status.

Requires government agencies to provide information about new hire employees to appropriate exclusive representatives within one payroll period.

Maintains existing restrictions on disclosure of government records by exclusive representatives, requiring them to follow the same confidentiality rules as the originating agency.

Requires employee information to be provided in electronic data processing format when the employer has appropriate data processing capability.

Takes effect on January 1, 2050.
