Establishes a general excise tax holiday on school supplies sold during the last Friday in July through the following Sunday each year in Hawaii.

Requires businesses to pass all tax savings from the holiday directly to consumers without increasing prices.

Defines eligible "school supplies" as a specific list including binders, notebooks, pencils, pens, folders, glue, scissors, rulers, markers, calculators, textbooks, and similar items; excludes all unlisted items.

Applies only to retail sales by businesses with a general excise tax license; does not apply to rebates, layaway sales, rain checks, or exchanges occurring outside the holiday period.

Takes effect July 1, 2112.
