Amends Hawaii Revised Statutes Section 78-23(c) to allow state department employees' beneficiary designation forms to be filed with the department where the employee works, in addition to the comptroller or other disbursing officer.

Eliminates the requirement that beneficiary designations be submitted as a "verified written statement," removing formality requirements for the designation process.

Maintains the existing provision that upon an employee's death, accumulated vacation pay and unpaid wages are paid to the designated beneficiary, or to the employee's estate if no designation was made.

Takes effect on January 1, 2051.
