Amends Section 571-52.2 to authorize courts to impose fines up to $250 on employers who fail to comply with child support income assignment orders, in addition to liability for unpaid sums.

Modifies Section 576D-5 to increase the Child Support Enforcement Agency's annual service fee from $25 to $35 per case and raises the collection threshold from $500 to $550 for individuals who have never received public assistance.

Amends Section 576E-16(c) to add a potential fine up to $250 for employers who violate income withholding requirements and clarifies employer liability regardless of whether the correct amount was withheld.

Amends Section 576E-16(e) to replace criminal misdemeanor penalties with civil fines up to $250 for employers who refuse to hire, discharge, or take disciplinary action against employees based on child support withholding orders.

Effective date: July 1, 2019.
