Appropriates $4,333,324 for FY 2019-2020 and $17,877,691 for FY 2020-2021 from general funds for Hawaii employer-union health benefits trust fund costs negotiated with collective bargaining units (2), (3), (4), (6), (8), (9), (13), and (14).

Appropriates $753,690 for FY 2019-2020 and $3,121,783 for FY 2020-2021 from general funds for health benefits of excluded state officers and employees in the same compensation plans as those in the specified collective bargaining units.

Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in respective fiscal years.

Requires salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds to be paid proportionately from those respective funds.

Allows unspent or unencumbered funds to lapse on June 30, 2020, and June 30, 2021, with the Act taking effect July 1, 2019.
