SB1194 Summary

• Appropriates funds for fiscal biennium 2019-2021 to implement collective bargaining cost items negotiated with exclusive representative of collective bargaining unit (4), with amounts of -0- listed for all funding sources (general, special, federal, and other funds).

• Allocates appropriated funds for the Department of Education and Judiciary (Administration) to cover salary increases and cost adjustments for bargaining unit (4) members and excluded state officers and employees in the same compensation plans.

• Directs the Director of Finance to allot funds to appropriate state departments and the Hawaii Health Systems Corporation for expenditure in respective fiscal years.

• Provides that salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

• Establishes that unexpended or unencumbered funds lapse as of June 30, 2020, and June 30, 2021, and sets an effective date of January 1, 2050.
