• Appropriates $13,847,977 in general funds for FY 2019-2020 and $16,477,943 for FY 2020-2021 to fund collective bargaining cost items for bargaining unit (5), with additional federal, trust, and interdepartmental transfer funds.

• Appropriates $447,975 in general funds for FY 2019-2020 and $509,260 for FY 2020-2021 for salary increases and cost adjustments for state officers and employees excluded from collective bargaining but in the same compensation plans as unit (5).

• Appropriates $3,572,625 in general funds for FY 2019-2020 and $10,904,070 for FY 2020-2021 for Hawaii employer-union health benefits trust fund costs for bargaining unit (5).

• Appropriates $3,297 in general funds for FY 2019-2020 and $12,056 for FY 2020-2021 for health benefits costs for excluded state officers and employees in unit (5) compensation plans.

• Takes effect July 1, 2019, with unexpended or unencumbered funds lapsing on June 30, 2020, and June 30, 2021.
