S.B. 1196 Summary

• Appropriates funds for fiscal biennium 2019-2021 to cover collective bargaining cost items negotiated with the exclusive representative of collective bargaining unit (6).

• Provides salary increases and other cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (6) members, as authorized by chapter 89C, Hawaii Revised Statutes.

• Authorizes the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

• Requires that salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds be paid proportionately from those respective funding sources.

• Specifies that any unexpended or unencumbered funds shall lapse on June 30, 2020, and June 30, 2021, and takes effect on January 1, 2050.
