• Appropriates funds for fiscal biennium 2019-2021 to implement collective bargaining cost items negotiated with bargaining unit (9), with allocations to general, special, federal, and other funds across multiple state departments

• Authorizes salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (9) members
