Requires parties initiating bid challenges for contracts valued at $500,000 or more to pay a non-refundable filing fee to the Department of Commerce and Consumer Affairs.

Filing fee amounts are $200 for contracts valued $500,000-$999,999 and $1,000 for contracts valued $1,000,000 or more.

Filing fees must be paid in addition to existing bond requirements and failure to pay results in rejection or dismissal of the request for review.

Deposited fees go into the compliance resolution fund to help defray costs of conducting administrative bid challenge proceedings.

Addresses the legislature's finding that bid challenge hearings create resource constraints for the department without dedicated funding appropriations.
