Prohibits suspension of children in the Executive Office on Early Learning Public Prekindergarten Program due to behavior, except for temporary suspension when there is a serious safety threat as determined by the school administrator.

Prohibits permanent removal of children from the prekindergarten program due to behavior; requires school administrators to consult with the office when children exhibit persistent and serious challenging behaviors.

Exempts children in the executive office on early learning public prekindergarten program from Section 302A-1134, which allows principals to preclude children from attending school if they become a detriment to morals or discipline.

Establishes that the office shall be subject to Chapter 8-19, Hawaii Administrative Rules for suspension and expulsion procedures until the office develops and adopts permanent rules under Chapter 91.

Takes effect upon approval and aligns Hawaii's early learning practices with federal policy recommendations and Head Start Program standards that prohibit or severely limit suspension and expulsion in early childhood education settings.
