Amends Hawaii Revised Statutes Section 26-14(b) to require the Department of Human Services to administer programs through an integrated and multigenerational approach designed to improve social well-being, economic security, and productivity of Hawaii residents.

Adds reducing the incidence of intergenerational poverty and dependence upon public benefits as explicit goals of the Department of Human Services programs.

Applies multigenerational service delivery approach to the department's existing programs including family and child welfare, economic assistance, health care assistance, rehabilitation, and public housing.

Takes effect on January 1, 2059.
