Establishes a new revolving fund for the Office of Youth Services to receive revenues from the sale of goods and services produced by vocational programs engaged in commercial enterprises.

Authorizes individual vocational program administrators (except at youth correctional facilities) to set prices for goods and services at or near prevailing market prices.

Permits vocational programs to market goods and services to both public and private sectors, with quality standards comparable to private sector offerings.

Expands Office of Youth Services programs to include commercial enterprise vocational programs for non-adjudicated at-risk persons ages 18-24 currently receiving office services.

Appropriates unspecified sums from general revenues to the revolving fund for fiscal years 2019-2020 and 2020-2021, with additional appropriations from the revolving fund to carry out the Act's purposes.
