Renames the "Spouse and Child Abuse Special Account" to the "Spouse and Child Abuse Special Fund" and allows the Department of Human Services to retain Title IV-E federal reimbursements received in the fiscal year following the year funds were expended.

Authorizes the special fund to receive federal reimbursements under Title IV-E of the Social Security Act for child abuse and neglect prevention and intervention services, addressing the prior requirement to deposit reimbursements to the general fund.

Establishes a $3,000,000 cap on unencumbered and unexpended moneys in the special fund, with excess funds lapsing to the general fund upon reaching the cap or upon fund dissolution.

Makes conforming amendments to Hawaii Revised Statutes sections 235-102.5, 338-14.5, and 572-5 to replace references to "account" with "fund" regarding the spouse and child abuse special fund.

Takes effect upon approval and addresses federal funding changes from the Family First Prevention Services Act of 2018 to stabilize state funding for child abuse prevention and intervention programs.
