Amends Hawaii Revised Statutes Section 350-2(f) to authorize the Department of Human Services to disclose confirmed reports of child abuse or neglect at child care facilities operating under exemptions or exclusions per Section 346-152.

Requires consent before disclosure of confirmed abuse or neglect reports to parents or guardians of children enrolled at the exempt or excluded child care facility.

Expands disclosure authority to apply specifically to child care facilities operating with exclusions or exemptions, rather than only licensed or registered facilities.

Takes effect on July 1, 2019.
