SB 1236 Summary

• Establishes a new "disabled paid parking exemption permit" for drivers who cannot reach or operate parking meters or unattended pay stations due to physical disability, exempting them from parking fees for 2.5 hours or the maximum meter time, whichever is longer.

• Clarifies qualifying disabilities to include: inability to walk 200 feet without rest, requirement for mobility assistance devices, lung disease with specified respiratory measurements, cardiac conditions classified as Class III or IV, or portable oxygen use.

• Authorizes law enforcement officers and commissioned volunteer enforcement officers to confiscate disability parking permits that are fraudulently manufactured, altered, invalid, expired, or used without authorization.

• Makes it a misdemeanor to sell or purchase a disability parking permit except from state or county issuing agencies, with each transaction constituting a separate offense.

• Takes effect upon approval, except the parking fee exemption requirement (requiring display of disabled paid parking exemption permit) takes effect July 1, 2021.
