Requires health insurance providers offering Medicare Advantage (Medicare Part C) plans to Hawaii residents to submit administrative data, including health care services claims and payment data, to the State Health Planning and Development Agency or its designee beginning July 1, 2019.

Mandates use of the standard format required by the Centers for Medicare and Medicaid Services for data submission to ensure consistency and compatibility with federal requirements.

Addresses a significant data gap in Hawaii's all-payer claims database by including Medicare Advantage data, which was previously missing from the Hawaii Health Data Center established under Act 139, Session Laws of Hawaii 2016.

Supports state planning for Hawaii's growing senior population (age 65 and over), projected to increase from 17.1% to 23.8% of the total population between 2016 and 2045, to better understand health care costs and utilization patterns.
