Establishes the Executive Office on Aging Administrative Claiming Special Fund in the state treasury to receive medicaid administrative claiming revenues, legislative appropriations, and grants designated for aging and disability resource centers.

Fund shall be administered by the Department of Health to implement services for kupuna (elders) and individuals with disabilities who need long-term services and supports under Hawaii Revised Statutes section 349-32.

Appropriates $1,443,000 from the special fund for fiscal year 2019-2020 to support services for kupuna and individuals with disabilities needing long-term services and supports.

Projected annual federal financial participation claims are estimated at $1,283,000 (FY 2018-2019), $1,443,000 (FY 2019-2020), $1,686,000 (FY 2020-2021), $1,887,000 (FY 2021-2022), and $2,036,000 (FY 2022-2023).

Effective date is July 1, 2019.
