Increases the Comptroller's settlement authority for claims within section 41D-8 from $15,000 to $25,000 without requiring attorney general review.

Increases the Comptroller's authority to compromise, settle, and pay tort claims not within section 41D-8 from $10,000 to $25,000 without court approval.

Requires the Comptroller to report annually to the legislature on all claims arbitrated, compromised, or settled and paid from the state risk management revolving fund.

Increases the threshold for attorney general claims paid from the state risk management revolving fund from $10,000 to $25,000, with claims exceeding $25,000 requiring legislative appropriation.

Takes effect on July 1, 2019.
