Adds the Department of Health to the list of state agencies authorized to access energy data collected under chapter 486J, Hawaii Revised Statutes.

Permits the Department of Health to use energy data for greenhouse gas emission inventory reporting and regulatory purposes related to Hawaii's 2020 greenhouse gas emissions reduction mandate.

Updates section 486J-5.5 to explicitly include greenhouse gas emission inventory reporting as a purpose of the state's energy data collection program.

Allows the Department of Health to examine individual energy reports and statements in a confidential manner, consistent with protections already afforded to other authorized agencies.

Takes effect upon approval and is necessary to help the Department of Health develop accurate statewide greenhouse gas emission estimates for compliance with Act 234, Session Laws of Hawaii 2007.
