Amends Section 712-1258, Hawaii Revised Statutes to establish separate penalty schedules for employees versus retailers/permittees/registrants who illegally sell tobacco products or electronic smoking devices to persons under 21.

Employee violations subject to $100 fine for first offense and $100-$500 fine for subsequent offenses within five years.

Retailer, permittee, or registrant violations subject to $500 fine for first offense, $500-$5,000 fine for second offense within five years, and license suspension for third or subsequent offenses within five years.

Adds definitions for "permittee" (retail tobacco permit holder), "registrant" (electronic smoking device retailer), and "retailer" (entity selling cigarettes or tobacco products including vending machine owners).

Takes effect on July 1, 2050.
